Use "ESCALATE THIS COMPLAINT" it seems to make them pay attention.

I moved into a business premises that had no water.
Two years later Castle water send me a bill and demand immediate payment.
It turns out that it was disconnected before I moved in but they still demand payment and instigate court action. Horrible experience. Don't give up.
Don't take it personally - maybe soon we will re nationalize our water
