Maybe an idea if all persons wishing to sell a vehicle of any sort unless through an auction should have this check ready as part of the requirement to sell a vehicle on to stop any grief of after sales finding information too late. Many people are not aware of this procedure. The grief in finding information out too late and the amount of time effort and paperwork trying to chase information could be alleviated in this way. Just a thought.
