Often a person reluctantly contacts the support service, and each request means that he was unable to figure something out on his own. Accordingly, there is a risk that he will call or write not in the best mood: at a minimum, puzzled, at most angry, because the issue needs to be resolved urgently, but nothing is working out for him. And then a support specialist comes into the picture. It depends entirely on him how much a person wants to continue to remain a client of the service or agency.
