Having bought the Laws of Cricket on the MCC website I was contacted by the MCC for further money. I had declared the delivery address was in Australia and paid the appropriate price.
It is only a small amount of money, but if the transaction has been completed and the retailer has accepted the fee for the job quoted, then the retailer should provide the service for that fee.
