The problem was an electric element in the towel rack which should heat it when the central heating is off. I explained this over the phone but wasn't warned that I might need a plumber rather than an electrician for this job. I paid £109 for an hour of the electrician's time but he wasn't able to fix it and he left after 30 minutes, recommending I contact a plumber. Most unsatisfactory.
