I used to get frustrated with the need for a minimum purchase. When I wanted a single track, I used to have to buy two more to make up to the minimum fee.
I do understand your concerns and suggest that a customer is given the option to buy a single track at the minimum fee price rather than ordering unwanted items just to satisfy your checkout requirements.
