The jacket moves very well, not restrictive. I have not had it in rain, so I can't comment. Wind and cold protection seems limited, probably OK for high 40's and above. I have 36" arms and find the sleves short, probably 34 or 35" on an extra large. The two way zipper is often hard to get started. Honestly, I would have preferred a one way zipper.
