Hi Terry. Assuming you mean 0.15ppm, this level of copper is fine. If the water stays clear with 0.5 - 1ppm of chlorine, then it's working. You don't need to spend time and use up the cell to go any higher.

Sorry to hear you're having trouble getting a copper reading. The first thing to check is that the Mineral Action light is coming on - that will confirm that the system is ionizing.
Also, you should keep the chlorine level at 2-3ppm while the copper is ramping up to 'run interference' so the copper isn't used up as it's produced.
Another common issue is high phosphates - make sure to keep phosphates as close to 0 ppb as possible.
