Waist and thought the small would be ok, however as the elastic is strong and sturdy I found the “feel” to be too tight. So returned them for the Medium. This has still given a great fit without the firmness of the elastic right up against my skin/waist. As they say. Run don’t walk to get yourself a pair x”
