They just refer you to any random attorney, and the attorney can just reduce your ticket, which you can do it yourself by pleading guilty, nothing that makes it worth the trouble.
My ticket was $300 fine and 4 points, I had to pay the attorney $250, then they reduced the points to 2, and a fine of $200, i mean I had 0 points and any good attorney could have dismissed this ticket.
