Few months ago my brother tried to open a new account in a Upton Park branch, a lady from the bank told him he need a NI (available one). After 2 days he went again in the same branch and a employee from Barclays told him his NI isn't enough to open an account. And after a few calls he made an appointment in other branch in East Ham. That guy from there created the account without any problem.
