Moved into new property on 11/4/23, and Estate agent asked them to release permit from previous occupier on that day. Took them until 20/4/23 to do this, so couldn't apply for my residents permit until then, which made the move even more stressful. As a result, until then I was limited to 3 hours parking at a time with no return within 3 hours. I stuck strictly to these rules, but they acted quickly enough to wrongly issue a PCN, which I now have the stress of having to wait for up to 28 days for a reply to my appeal.
