Hi: My thought is that there should be two levels. One for inland lakes and rivers and the second for Great Lakes and/or attributaries to the ocean or large systems eg St. Lawrence River / Rideau Canal. The process is far too long and serious consideration is given to quit it. Levels or categories of licencing may be a better approach. Also I purchased a prepayment card to save $10.00 and could not use it when I got thur to get started. Thank You .
