I only have requirements for a licence for smallbut felt lakes. An extra level for sea or ocean access could be granted for those that require that level. I have aquired testing in something I willl never use (and if requied will probly forget ). I was raised by a very safe dad and uncle and new all the common sense rules of operating a safe boat, but felt the test was more geared towards people on the open seas and did did not advantgage a small lake operator.
