When Visa initially declined the charge (I'd had a problem with a false charge a month ago, and this one somehow seemed suspicious to them; I don't know why they didn't check with me before declining the charge), the customer service rep I had to speak to was very friendly and helpful in getting the issue resolved. However, I don't think it was entirely fair not to honor the original discounted fare.
