I think time will tell in the effectiveness of the cleaner. The black spots that I thought were mildew may have actually been moss or algae. After I used the cleaner, the black spots turned green. Even though the cleaner did not remove the spots, I'm hoping that it killed what was growing and they will eventually fade.
