Robbing gits, I always paid for what I use as I'm on a meter, yet my rates are constantly being increased to help pay for their incompetency and inability to meet targets. External rain drains shouldn't be connected to treatment stations, how hard is that to understand.
If you want to increase rates, do it to everyone that is on estimated bill, they are usually the ones using way more water than what they pay for.
