Banned from Ebay for an unfair fee of £17.50 they refused to refund me.

It was an item I cancelled 2 years ago, they still kept it update so someone tried to buy it, then has been refunded, but I was still supposed to pay the fees. Meanwhile, my account has been blocked, such as my linked Paypal account I cannot use anymore.
