I would definitely recommend the Indow inserts for street noise. While the inserts don't eliminate noise altogether from my double-paned, the sound has been reduced dramatically, particularly higher-pitched sounds, particularly on rainy nights, etc.. My sleep has improved. Coupled with other noise-reduction measures, this has really helped a lot. The inserts are otherwise barely noticeable. Also, it being winter-time, I noticed an immediate change with drafts.
