My service provider was called Carolina Olivera, and she was excellent not only in terms of explaining every details of different options with so much patience but also very pleasant to deal with. I have avoided working directly with CIGNA as the sales people are often very rude even without necessary knowledge. However, Carolina had a deep knowledge of the insurance policies, and had a very positive attitude. I highly recommend her for international clients that need to make comparisons before joining the expensive plans.
