The institution I'm applying to highly recommended IEE, and it's very easy to see why! My education was rather complicated, so I wasn't sure if it would prevent an evaluation from taking place. I reached out to IEE to inquire about that, and Shelby L. Cearley was excellent in explaining the process to me. Maria Mason did the evaluation itself, and this was also of very high quality. The one minor issue was that it took almost a week longer than expected; however, this didn't cause any problems in my case because I am applying for online studies which are very flexible for starting terms. Overall I am very impressed!
