Only then would it be possible to reinforce their appeals to common sense and personal interest with history and philosophy. Only then would it be possible to unscramble the ideological confusions and enthusiasms which had fuelled faction. Only then would the English have the benefit of a truly Scottish understanding of the foundations of the modern constitution and the effects of commerce on its development.
