PayPal failure, “Bait and Switch” by Chinese Vendor

This experience is a total failure. PayPal’s resolution is that I spend $20 to ship an incorrect item back to Hong Kong for $26 Refund? This vendor has admitted to sending me the wrong item. THE VENDOR SHOULD PROVIDE A RETURN PAID SHIPPING LABEL FOR THEIR ERROR. PayPal wants me to pay for the vendors mistake? This is unacceptable. The vendor has admitted to this error and owns the responsibility to correct it. The Vendor should send me a prepaid shipping label for a return of the item, they sent to me in error. Paypal should issue me a full refund for this “bait and switch” scam job that has been executed by the vendor.
I attach photos of my purchase and pictures of the original folding red stool ordered, and picture of the “switched” black folding stool received.
