I've been with Pets Best for many years. They make it easy to file a claim. They do refund appropriately.
My biggest complaint with Pets Best is it takes at least a month before you get any monies back, meanwhile, they are taking every month out of your account the amount you owe' for Pets Best insurance. I've often thought that this wasn't fair. They hold back the money due to you, based on your plan, while still taking out, on time every month, the fees for the insurance. The end result for me is that I am lower in money than I should be, because I'm waiting for a refund of the monies that I have spent to the vet, and meanwhile, my insurance company is taking out the premiums. now maybe all the other insurances do this, I am not aware of that, but it irritates me nevertheless. I did contact Pets Best, which seems to be underwritten by synchrony, I think, and said they are the ones that have to look over your claim and approve or disapprove or say how much they do approve. But at the end of the day, it's Pets Best, that is using synchrony, not you, or me, to get your money, your refund, in a timely manner. And of all the things that Pets Best does, most of which are good, refunding you the appropriate amount in a timely fashion isn't one of them.
