Service wise Pet's Best is a five.
But make sure you read all the exclusions. It seems like a lot goes uncovered. If you have a very sick pet, or if they have a major accident/illness you will be very happy to have insurance, but I am not sure if it makes sense over the lifetime of a generally healthy dog or cat.
