I submitted well specified jobs on several occasions for work in several different locations and didn't receive any interest from any traders at any time.
I have now done background reading on the business model of the site and if appears there are fundamental issues of trust from traders and clients alike, which would explain the lack of interest in my jobs.
In summary, Rated People promised quotes and failed to deliver, thereby delaying the start of my jobs.
