There is a lag time between the phone turning on and Screentime kicking in that allows anything to happen as another customer has pointed out.
i've Emailed in with three separate queries now and they haven't responded to any of them over the last couple of months.
There is also no way of disabling Bixby either. Bixby allows settings to be overrode.
I'm going to complain to Google Play as the app is substandard and the support non existent.
