They are legit and based in PA. The instructions and information collected is very well done from the web order portal. They have a pretty strict but good procedure. My case they found no faults which was true as I found the problem was with ECU ground strap - no fault of ECU pro they accurately told me the state no over charges. A little slow turn around but accurate and communication can be a little tricky but I can't blame them really as I am sure they can be over whelmed. 9/10 so 4 or 5
