I bought a set of rear upper shock absorber mounts ( Sachs aftermarket) for a 2017 VW Sportwagen. The price was very good compared to competitors. Shipping time was reasonable. However, I was disappointed that new bolts didn't come with the bracket. VW recommends replacing the old bolts. I recently bought new upper mounts for a 2010 Golf ( from a competitor) and new bolts ( with blue Locktite applied) came in the box. Maybe the VW recommendation is bogus, a money maker, but since the parts are torqued beyond a few foot pounds, it makes sense to me. So, in the interest of safety, I recommend putting new bolts in the box so the customer has the opportunity to do the job right. If you have to add a few bucks to the price, so be it.
