NO REFUND: While applying, they kept re-asking me for the same documents, thus kept delaying the process...Difficult to get through to someone on phone. If more than 2 people in the cue, you could wait hours to speak with someone. After all that, the country I applied for didn't require a Visa, they would not refund my money.
