Starting a petition to be able to give negative ratings

I had to as they wrongly sold me an upgrade rather than move to payasyougo (which i requested to move number to 3rd party voda contract). Luckily i got through to them after an hour or so, they told me they could move me to payasyougo as i was just inside the two weeks cancellation window. You wrongly sold me the upgrade! So youre saying i would have been stuck on 2 contracts if i hadnt been able to get through?
The menu system is designed to tell you to use chat and hangs up. PRO TIP don't say anything and it will take you to the touch menu, then keep hitting 0.
The chat drops out regularly... is Voda just doing a concentrated campaign to not speak to customers?
