Today on the 9th when the 39th President of our country, Mr Jimmy Carter was being paid to rest, the flag at the Northside Branch on Main Street was flying high. I stepped in an met with a lady officer/associate and told the flag should be half mast. First she acted surprised. Then she said, "We don't operate that. Our maintenance does it." I explained that it can be lowered by you or anybody. "Our maintenance is coming" and off she went. SAD.
