They are completely unbelievably incompetent. Biggest issue is not that they make many and copious mistakes but their sheer inability to sort them out! The right hand never speaks to the left. You think you have got somewhere, had a long talk on the phone, they understand, amend the records...and the next day you get a call from someone else and you are back to zero again. Every time.
