With basic computer knowledge you will have the pi4 up and running in no time. If you get the starter kit, it comes with a pi beginner's guide and will show you how it all works. Remember baby steps or before you know if you will be buying all the add on's. I do recommend a heat sink for the pi if you want to do some demanding tasks, mine came with a case but you can open it and let it air cool or do some research and get fan cooled cases. All in all its a nice bit of kit with many options to play with. My set up is with a HP 22f Display 21.5-inch Diagonal IPS Full HD Ultra-Slim. pi 4 is encased in an Argon 1 Pi4. also have an Rii X8 bluetooth full Qwerty keyboard and finally the pi had a NOOBS 64GB sd card.
