“The course is a strange mix of precision and vagueness. That is, precision in terms of procedures but vagueness in terms of identifying issues. It could be argued that this is because each case is different but I would like to have seen more detail on how to identify abuses. Many of the identifying behaviours could apply to several of the potential abuses. Much of the types of abuse is well understood but how to assess it and act is not.”
