“I think the content around children with SEND needs improvement. The 'Ask the Expert' section explains why children with SEND are more likely to suffer maltreatment but only mentions familial issues and not extra-familial issues such as discrimination & stigma, a higher % of children with SEND living in care, more barriers to disclosure, and professional under-recognition in this cohort. This bias towards familial reasons for increased risk is further reinforced by the scenario presented about 'Lauren'. The risk factors identified in this scenario where all intrinsic to the child and their family, with nothing said about the risks posed by poor or inappropriate housing, low levels of benefit income or potentially inappropriate educational provision for the child. It is important to acknowledge that organisational and systemic inadequacies can contribute to the risks of a child being maltreated. One might even go further and argue that leaving a child in unsuitable housing or inappropriate educational provision is itself a form of institutional maltreatment.”
