For deliveries outside the EU, like to Norway, the customer is responsible for any applicable customs duties and taxes, including VAT; we are going by DYOR (do your own research) principle for it and are clear about it.
At the moment, our team is not able to ship orders to Norway using a VOEC number, so even if VAT is charged at checkout, Norwegian customs may still charge VAT again when the parcel is imported.
If you are charged VAT a second time, then you can request a refund directly from Norwegian Customs via Toll.no (http://toll.no/). This request has to be submitted by the recipient (the customer), as it’s handled by Norwegian Customs.
