I booked through Holiday Autos for a two-week rental from Europcar at London Heathrow, prepaying $236.31 which was supposed to cover everything. When I arrived to collect the car, Europcar attempted to extort me for over $400 extra, in "mandatory insurance fees." I refused to pay the extra amount, and they refused to rent me the car, even though I have since established that the insurance was indeed covered by the Holiday Autos contract. After a lengthy appeals process to Holiday Autos, they proposed a partial refund of $101.36. I call that a theft of $134.95.
