I was able to figure it out on alot of things I ruled out. I ruled out hot end by replacing it I ruled out cable by also replacing that. Turned out to be a solder joint that was not solder on the logic board on top of the extruder. That connects to the hot end. The bottom of the pin on the board was soldered. But not on the top of the pin on the top side of the board. It's a double layered board where there are traces that are on top of the extruder board and on the bottom. The top part of that pin had zero solder on the contact making it defective from factory. Being out of warranty I had to solder that pin properly that goes to the hot end. That solved the nozzle too hot completely and nozzle too cold error completely.
