How to complain against harmony store as they are doing fraud with not sending the item ordered and not even refunding the amount paid. Now the site is also unavailable. Please help

I place an order for some gloves on 11/9/2018. I got a confirmation of my order almost immediately. the confirmation lead me to believe that I would receive a tracking number in 7 to 10 days. it is now 12-6-2018 and I have not received anything yet the order number isEU54729
