As I'm sure that you can appreciate, the insurers can choose, based upon the information that you provide, to give you quotes that unfortunately do require a deposit. In many instances insurance companies can provide policies with no deposit, however not in every instance and this depends upon the information given. This can be decided upon by a wide array of factors.
