Hello Shirley, I am sorry you are disappointed. We have tested our papers and they do germinate. The manufacturers we buy from also test the paper they make for germination rate. However, the paper does need to be kept constantly moist - success is very low if this is not done, or if the paper is allowed to dry out between waterings. Seeds are a natural product and we obviously have no control over how well they will perform - we know this very well through having had a wildflower nursery in the past! I am going to germinate some more of the paper you had and see how it goes.
