“Its a useful overview, but I wouldn't agree with all the content, particularly about it being directed at those more vulnerable. Whilst abuse of power sexual harassment might be likely to occur towards people in less powerful positions, that doesn't make it less likely to happen at higher levels and where vulnerability, as you set out, isn't a factor.”
