I do not find this to be correct: fine up to £17.5 million --- which is setting a ceiling or 4% of global annual turnover then the notes say: whichever is greater According to this in case 4% adds up to £100 a company will be fined £17.5 million because it is 'the greater' In case 4% adds up to £1 billion, the company will be fined £17.5 million because it is 'up to' Same applies to the next paragraph (less severe cases)
