After 11 days since the package was shipped I stllI haven’t received it. I will need it tomorrow so I need to get it from somewhere else. Estimated delivery time was 3-9 so one could imagine 11 days would be enough.”

Yes, they are Plastrons, and thus this is what we name them. We don't claim them to be real ascot scarfs.
The category page states the fact that they are pre-tied but, I agree, the product page could make this more clear. We will fix that. Unfortunately, the demand for self-tie plastrons is very limited. Unlike yourself, far from everyone has the skill and patience to learn how to tie one. Hopefully we can take in a smaller amount of self-tie in the future.

Our apologies for the late delivery. Tieroom managed to sent all orders on monday 27th. after Black Friday weekend. However After Black Friday delivery time has been slightly longer due to massive amounts of package Posti has handled, and this is the reason Posti didn't managed keep promised delivery times.
