The instructions inside the suitcase are how to reset the combination on the tsa lock to a code of your choosing, not how to open the suitcase. We found that putting these instructions on the outside caused confusion from previous customer feedback. To initially open any suitcase with a tsa lock the numbers are always set at 0-0-0, this is standard across the luggage industry for any manufacturer.
